Sammanfattning: In order for civilian shipping and aviation to be able to operate within Swedish areas of responsibility, an absolute prerequisite is that the state must maintain a well-functioning sea and air rescue service. This requires constant, thorough surface coverage, year round and around the clock with qualified helicopter resources. Until 2002 Swedish national needs, both military and civilian, were maintained due to the efficient and productive relationships between government authorities. Military resources were used to support the civilian society which in return provided positive effects for military operations. With the help of Alison's three explanatory models this bachelor thesis intends to highlight the factors and actors that changed the conditions for Swedish helicopter capacity for governmental sea and air rescue service. This restructuring process lasted for twenty years and it all began with a change in the global security environment which resulted in a change of Swedish defense policy.
