Ledarskap inom miljö- och klimatpolitik i Europeiska Unionen : En undersökning av kommissionens och parlamentets ledarskap i European Green Deal och EU:s klimatlag

Sammanfattning: Leadership is an important factor in domestic and international politics, especially in issuesof high salience, such as the environmental and climate crisis. The European Union is oneof the more ambitious actors in this matter, with an aspiration to be a global leader and topromote far reaching climate and environmental policy at home. How well the EUmanages on its quest to be an international leader is a researched topic, whereas thequestion of the EU’s internal leadership on the matter is less understood. This paper aimsto investigate how leadership is exercised by the European Commission and the EuropeanParliament in environmental and climate politics, and does so by examining two largelegislative proposals made by the Commission during 2019 and 2020. The analysis showsthat both institutions exert leadership, but in different parts of the process. The commissionexercises the most leadership in its proposals, and the parliament in negotiations and inincreasing the ambition level of other institutions.
