Samhällsplanerarens roll för självförsörjning i Gävleborgs län : En granskning av livsmedelsstrategier

Sammanfattning: Gävleborg's development to become self-sufficient was handled with an action plan that was adopted at the end of 2018. The action plan for Gävleborg is based on Sweden's food production and is adopted for 2018–2030. The plan was drawn up by Länsstyrelsen I Gävleborg with help from Lantbrukarnas Riksförbund (LRF) and Region Gävleborg. The purpose of the action plan has been analysed in this thesis based on how municipal social planners can contribute to municipal and regional self-sufficiency. The requirement for developing Gävleborg's degree of self-sufficiency is expected to be comparable to a civil defence.The thesis has analysed what the conditions are for the county to succeed in to become self-sufficient and how the municipalities' social planners work with the conditions needed to succeed. In order to analyse whether there is a functioning work, interviews have been used to see how the planning works, and how the communication works. The respondents, which have been interviewed, are the authors of the action plan from Länsstyrelsen in Gävleborg, as well as actors who work with related issues from Lantbrukarnas Riksförbund and Region Gävleborg. In addition to these, the municipalities of Bollnäs, Gävle, Hudiksvall, Ljusdal and Ovanåker have also been interviewed. Prior to the interviews, documents were also analysed as part of the work method.The interviews concluded that there are shortcomings in the communication and community planning, but that knowledge in self-sufficiency exists. In summary, the interviews gave the result that all respondents see a government funding contribution as fundamental to being able to develop the work. The fundamentals for Gävleborg to become self-sufficient exist, but not all the resources are there yet. There are good hopes for the municipalities that Gävleborg County will succeed in developing the degree of self-sufficiency and the use of arable land.
