Att tolka och arbeta med mänskliga rättigheter: en jämförelse mellan förvaltningar och bolag i Göteborgs Stad

Sammanfattning: Human rights is a broad concept which can be interpreted and implemented in many different ways. Human rights in public management is a growing research area, but many aspects are still not well researched. One of these areas is the implementation of a human rights perspective in different administrations and companies on a local level. Focusing on the example of Göte-borgs Stad, the purpose of this thesis is to explore and compare how different administrations and companies interpret the concept of human rights and how they work with human rights. Interviews have been carried out with officials representing the different administrations and companies, and the main regulatory documents have been reviewed. An analysis of ideas and concepts have been used as the method of analysis. Theory of human rights based approach and human rights based language have been used in order to categorize and analyse the results. The analytical dimensions are based on concepts such as non-discrimination, availability, accessi-bility and adaptability. The main results show that the concept of human rights is understood differently by dif-ferent officials and different administrations and companies. The term itself is rarely used at the workplace, as each administration or company use different terms depending on how they have interpreted the concept. Work related to human rights has been adapted to the individual con-text. It is also evident that although it is said that all work should be based on human rights, none of the investigated units use a human rights based language in their budgets or daily work.
