    Sammanfattning : The main finding of this research is that it is unrealistic to expect that it is possible to create one common European understanding of the boundary between acceptable and unacceptable behaviour; it is only possible to achieve one common European just culture policy if there is one common European understanding of the term 'gross negligence' as introduced in The Regulation. The importance of this finding is directly related to public trust in the legal system of the EU which, in the worst case, can be undermined. LÄS MER

    Sammanfattning : This paper explores the potential impact of the proposed EU chat control policy on the emergence of a surveillance society. By examining the theoretical frameworks of Michel Foucault's panopticon theory, David Lyon's theory of the surveillance society, and Shoshana Zuboff's concept of surveillance capitalism, insights are gained that can help answer the research question: "Does the EU's chat control policy contribute to the rise of a surveillance society?" Drawing upon Foucault's panopticon theory, the analysis argues that the continuous monitoring and reporting requirements for online child sexual abuse create a structure reminiscent of a panopticon.
