   Sammanfattning : The purpose of the study below is to examine how the societal use, especially regarding the municipal application, of police ordained private security guards in the public sphere relates to the regulation of this legal institution that came into being in the late 1970s? The study achieves this by conducting a historical review in order to explain why Sweden is basically alone in the world in applying a system of police-appointed civilians, usually employed in private companies and hired by public authorities to manage large parts of public safety.
