In spite of this, there is no separate policy area for cities within the EU today and the field of urban politics is instead regulated through various networks and programmes specialized in funding EU-projects This essay is a case-study aiming to adopt the perspectives of ‘top-down’ and ‘bottom-up’ steering in order to examine the shaping, implementation and consequence of these projects in the city of Malmö, Sweden.
