Monopolspel med riktiga människor - Kvalitativ studie av hur hyresgäster förhåller sig till renoveringen av miljonprogrammet

Sammanfattning: During recent decades Swedish housing policy has undergone a system switch causing the decline of the traditional welfare state and the emergence of neoliberal policy, favouring gentrification in urban development. Caught in-between regulation and marketised conditions of the housing sector are the socioeconomically disadvantaged tenants, whose terms weakened in relation to homeowners, making them vulnerable in an increasingly socioeconomically unequal urban environment. Meanwhile the ”miljonprogram”, a large proportion of the national housing stock, has deteriorated due to disinvestment, creating extensive renovation needs. Facing the threat of “renoviction” tenants are organising against housing-companies performing standard-enhancing renovations resulting in socially unsustainable rent-increases. By conducting a qualitative case-study, carried out in the Stockholm suburbs emphasising on interviewing tenants, results are formed depicting a bottom-up perspective on the complex housing policy system in general and particularly the process of renovation. Without drawing any farfetched conclusions, it is established that current housing policies are not adapted to solve problems arising with the need for renovation. Furthermore, the tenants are dissatisfied with their situation showing low levels of trust in the housing companies capability of providing adequate solutions causing the tenants to organise in protest. Finally, some signs of impending gentrification in the area are observed.
