Samtal och Samråd: En studie av kommunikation i samrådsprocessen i en detaljplan

Sammanfattning: The consultation process in Swedish planning provides an opportunity for citizens to participate in the planning process. Yet the influence of the citizens is varied and their ability to interact with the planners and the developer can sometimes be problematic. Using Haberma’s theory of communicative action, this study analyzes the interactions between the planners, contractors and citizens in the consultation phase of a smaller planning project and their understanding and perception of the dialogue held between these different actors. The study uses interviews conducted with different actors who participated in a public meeting during the consultation period of a local plan in Genarp, Sweden, to construct an understanding of the communication. From the identified issues an analysis of the issues is done utilizing Habermas theory of communicative action and categorized using Arnstein's ladder of citizen participation. The study identifies a gap in knowledge and understanding of the dialog between on one hand the planners and the contractor and on the other hand the citizens. Furthermore it shows the utility of Habermas theory to understand the issues present in the dialogue with the citizens.
