Etnisk positiv särbehandling på den svenska arbetsmarknaden

Sammanfattning: The Swedish labor market today is not equal and there is a strong under-representation of non-ethnic Swedes. Considerations have previously been given to positive action and whether it can be an equal treatment measure that should be implemented in Swedish legislation in order to promote equality in the labor market. The latest investigation was carried out 15 years ago and since then Sweden has been affected by immigration and increasing unemployment. The purpose of this thesis is to investigate what conditions there are today to implement positive discrimination due to ethnicity in working life in Sweden. We hope to be able to contribute with a new, more updated perspective on ethnically positive discrimination and how Sweden can proceed with a possible introduction. Our conclusion is that there are good conditions for introducing positive discrimination due to ethnicity in working life. If one chooses to map ethnicity the challenge lies in the risk of groupings and integrity problems. Through systematic and goal-oriented equality work, we can avoid a large part of other application problems that are addressed in the inquiry, such as balancing interests between gender or ethnicity, who is to be covered by the exemption, and so on. But like all provisions that are introduced, and which entail an exemption from a statutory right, this must be done with extreme caution and investigated carefully.
