Att planera för könstyranni, vithet och heteronormativitet: en diskursanalys av Länsstyrelsen Skånes vägledning för jämställd fysisk planering.

Sammanfattning: The aim of this study is to challenge the Swedish gender equality discourse which has a central focus on gender relations and therefore ignores other power structures. The purpose is also to examine how the public space excludes certain bodies and how the urban planning creates an expectation of heterosexuality, whiteness and doing gender based on cisnormativity. The material used for the analysis is the County Administrative Board of Skåne's policy for making physical planning gender equal. I use Carol Bacchis method “What´s the problem represented to be?” and examine which problems the policy considers important to achieve gender equality. I have analysed the problem representation with antiracist and queerfeminist theories. I have shown that the policy preserves the heterosexual matrix and are also making racialization processes invisible. The gender equality discourse excludes queer identities and benefits white women, and through the maintenance of hegemonic feminism it´s possible to define what is important to change. My conclusion is that it´s crucial to use intersectional analysis in the work with gender equality and urban planning if the goal is to really challenging the power and include all residents.
