Ständigt pågående sjöövervakningsoperation med kvalificerade militära fartyg - Rationellt relaterat till modern teknik eller ett tröskellöst arv?

Sammanfattning: The Swedish Navy conducts reconnaissance in an ongoing maritime surveillance operation with ships at sea. This study aims to create a greater understanding of factors for why naval surveillance is not carried out to a greater extent with modern efficient flying reconnaissance sensors to freeing up time for more qualified naval activities. Furthermore, it seeks an increased understanding and whether the general marine presence that the vessels constitute under maritime surveillance is a rational way to create a threshold effect. The results of the study show that through acquired empirical data with the support of Allison and Zelikow's decision-theoretical models, we can find that reconnaissance with flying sensors is rational even in the Swedish context. However, there are positions of power, organizational and rational reasons for using ships for reconnaissance at sea. Furthermore, the study shows that there are more rational ways to create a threshold effect than the general appearance at sea within the maritime surveillance operations.
