Målöverensstämmelse i kommunal verksamhet

Sammanfattning: Syftet med denna uppsats är att berika den befintliga teorin om verksamhetsstyrning inom offentlig sektor med fokusering på överensstämmelsen mellan mål och resurser i den offentliga hierarkin. Undersökningen är av en fallstudiekaraktär där forskningsprocessen bestått av ett antal personintervjuer. Dessutom har vi samlat in en del sekundär data som var nödvändig för att slutföra studien. Vi har valt att utgå från teorier som behandlar verksamhetsstyrning med tillhörande komponenter Empirin består av insamlat material från intervjuer som ägde rum på Malmö Stadskontor, två stadsförvaltningar samt två grundskolor i respektive stadsförvaltning inom Malmö Stad. Våra slutsatser påpekar att det finns klara avvikelser mellan mål och resurser inom de studerade enheterna. Summary Goal correspondence in a municipal activity. Key words: Allocation of resources, goal conformity, budget, City of Malmö, public sector Purpose: The purpose of this essay is to enrich the existing theory regarding activity government within the public sector with focus on the conformity between goals and resources in the public hierarchy. Methodology: The survey is of a case study character where the research process contains of numerous interviews. Furthermore we have collected some secondary data, which was necessary to complete the study. Theoretical perspectives: We have choosen to start with theorys that deals with activity government with belonging components. Empirical foundation: This part contains collected material from interviews, which took place at Malmö Stadskontor, two city government administrations and two elementary schools within the two city government administrations in the city of Malmö. Conclusion: Our conclusions points out that there are definite deviations between goal and resources within the studied units.
