The central puzzle derives from the EU’s oft-presented claim that indigenous peoples will be engaged with, included in, and will benefit from said space development activities; previous literature exploring the EU as an indigenous rights actor, however, has established an exceptionally critical rhetoric surrounding the EU in this regard.
