Sammanfattning: Through literature review and interviews this report examines municipal practices and opportunities to improve energy efficiency in new buildings. Lund municipality is compared with Lomma, Växjö and Lidköping municipalities. The results show a wide range of methods used by municipalities for municipal and private land. Detailed development plans and building permits have been attributed great potential to influence the energy performance of a building. Results show that the detailed development planning could promote energy efficiency but the impact of the detailed development planning and building permits have little impact on energy use in buildings. Municipalities cannot demand energy efficiency in buildings built on private land. Monitoring of the fulfilment of energy requirements needs to be improved and the energy aspect, having low priority in the municipal planning, needs to obtain a higher status. It is important to develop dialogue and collaboration with clients and officials at various municipal departments. The energy requirements of the governmental building regulations should be improved and updated to reflect the energy requirements of the EU directive on the near-zero energy buildings and to encourage the best possible construction techniques.
