Ett förklätt problem? En diskursiv policyanalys om hur bärandet av burka eller niqab framställs som ett problem i den danska samhällsstrukturen

Sammanfattning: The 1st of August 2018, Denmark became one in the line of European countries that during the last decade have introduced a ban towards face covering in public places. Even though this ban is formulated in a general way, which includes all face coverings that prevent others from noticing facial expressions, the debate surrounding the ban have been concentrated around women who wears full cover veils like burka or niqab. By using the theoretical and methodological tools offered by Carol Bacchi’s ‘What’s the problem represented to be?’-approach, this thesis aims to analyse how the wearing of burka or niqab is viewed as a “problem” in the formulation and implementation of the ban in Denmark as well to point out the possible “effects” that follows those “problem representations”. In my analysis, I have identified that the presence of women wearing the burka or niqab have raised concerns regarding security, integration and gender equality in the Danish society. The final part of the analysis has also found support in complementary theories regarding how feelings effects political outcomes, more specifically the feeling of fear.
