    Sammanfattning : Abstract After the Lisbon treaty came into effect in 2009 the European Commission lost its position as the main representative of the European Union in external affairs to the High Representative of Foreign affairs and the newly established External Action Service.     Sammanfattning : The overarching purpose of this work was to measure the level of psychotherapeutic competence at HVB (residential care) for children and adolescents in Sweden today, to determine how many HVBs that say they offer CBT; the competence of CBT at those HVBs and how this competence is secured.
