Studien genomfördes genom att skicka ut en enkätundersökning till alla Sveriges 290 kommuner för att skapa en uppfattning om vilka metoder och tillvägagångssätt kommuner använder, vilket resulterade i svar från 123 kommuner som studiens resultat baserades på.
