Syftet med uppsatsen är att utreda om det bör vara möjligt att vägra tillstånd till en allmän sammankomst och därigenom begränsa mötes- och demonstrationsfriheten med hänvisning till hot om terrorattentat mot Sverige och svenska intressen till följd av den allmänna sammankomsten.
